Health is considered a fundamental right, for this reason the attention of this is considered essential and essential, children are considered as the basis of a family and families are the links of society. For a society to be successful and present good levels of quality of life it is crucial that there is health care for each and every one of its members, taking into account this is necessary the creation of a comprehensive health care center at the first childhood in the municipality of Rovira. In this it counts on the hospital San Vicente E.S.E. which has some areas to serve the population, these are not enough to serve all children who are in early childhood. A new childcare center with adequate infrastructure and good personnel will efficiently and effectively help the whole population and spatially to parents, facilitating their needs and, above all, helping the child to be cared for in an environment pleasant, guaranteeing the health and well-being of the child. The creation of this center for early childhood care is linked to the solution to parents not to travel to other municipalities to have timely care. In terms of public policy, this municipality has placed on the scene the guarantee of the rights of children, included in its development plan, in order to address the current situation and generate conditions and strategies for the restoration of rights and comprehensive protection. This project seeks to publicize the appropriate procedure by complying with the requirements to prepare the preliminary studies for a public call, as well as the criteria that must be taken into account when designing structures and being able to comply with the technical specifications demanded by the Resistant Earthquake Standard (NSR 10) and other standards for this type of area intended for the provision of health services for the population.
