The development of this theoretical review aims to analyze the influence of verbal communication of children and adolescents in the process of building their identity as a social being with rights and duties emanated by the regulations of society, as well as a right fundamental and universal, however the reality in which the different interactions of infants with adults and the participation they have in the construction of different social, citizen and political processes must be addressed. In that order of ideas from the governmental policies and especially with the universal and therefore Colombian legal framework; The main function of adults and the state is the protection of the rights of girls and boys, however in this opportunity it is also necessary to analyze, through studies and research, the different barriers that prevent infants from having a real participation. determinant in social decisions and even more in the compliance that is given from the family, society and the state to these universal rights in favor of minors. Given this reality, it is necessary to take a journey through the history of humanity in which children have not been the priority; on the contrary, they have been the object of the highest and atrocious errors of humanity against their citizenship, rights, recognizing and therefore the only guarantee that humanity has to continue existing as children are. Thus, going to positivism and recognition of the progress made in this issue over the years, this work presents the importance of the participation of children in communication processes, politics and the great capacity for nobility , dynamism, creativity, genius necessary to make optimal decisions for the development of the country. Consequently, the importance of the verbal communication of the infants is presented as the genuine way to guarantee a harmony with the other entities of the society, with their families, with their interests, with their dreams and above all the listening, in such a way that the immersion of children in the concept of citizenship can be guaranteed in its entirety. In this way we analyze the fundamental role of the family in the social development of the child, the importance of humanization through the recognition of the other, the need to combat individualism so that they are truly active entities of society where decisions are made. , the policies and in itself the urban, environmental, productive, formative and emotional development is also adapted for infants. In this order of ideas, information is collected through studies and articles by different authors that make the problem more visible, the advances and proposals generated for the immediate future and as guiding tools that help give dignity and recognition to the infants as subjects of rights.
