The Management System, created in article 133 of Law 1753 of 2015, integrates the Administrative Development and Quality Management Systems and articulates it with the Internal Control System, being the Integrated Planning and Management Model (MIPG) a framework for directing, planning, executing, monitoring, evaluating and controlling the management of public entities and bodies, in order to generate results that meet the development plans and solve the needs and problems of citizens, with integrity and quality in the service, this mechanism will facilitate the integration and articulation of all the systems of the entity. The loss of validity of the provisions of the two systems mentioned does not imply that quality does not continue to be the main attribute of public management, nor that each of the components of the Model is not aimed at achieving that purpose. On the contrary, MIPG is in itself a model of quality management. (Presidency of the Republic, 2016) Confirming the need to harmonize and articulate these tools, to strengthen the administrative capacity, institutional performance, and management of the main resources of the entity: human, material and financial, through Decree 4485 of November 18, 2009, was adopted the updating of the Colombian Technical Standard in Public Management, NTCGP 1000: 2009, which develops in each of its numerals, a wide level of detail regarding the applicability and evidences that must be provided in the entity, for the achievement of the objectives proposed in the modernization of the state. (Governorate of Tolima, 2015). The orientation program for the public servant is part of a progressive process of training and learning in the organizational environment. When we talk about training, Induction and reinduction, we make relevance to the process of formation of the people belonging to the entity, this refers to the processes organized by the entity, which lead to the development of knowledge, skills and positive changes in the officials. The control and verification of the programs allow the Government of Tolima to work together to achieve efficiency and effectiveness in the processes.
