Mexico has organized itself state-wide from a federal system, which promotes a distribution of competencies differentiated to the Colombian one and that is denoted from its beginnings the intention of generating benefits from the legislative definition that allows the states to generate a welfare from of its particular conditions, in that sense the distribution of powers that the state has is represented through Article 124 of the Political Constitution, in this the constitutions are established in principle between the federal government and the state in an equal manner, the operancia for the same territory and local laws, establishing federal supremacy, this also gives a model of legal political organization, using a technique of constitutionality, this is described as an appropriate channel for the distribution of skills that is given under the application specific to Article 124, so a new int is also made interpretation of relative precepts that norms to the so-called reserved and delegated faculties, express and implicit faculties and shared faculties; Given these items, this technique proposes tacit rigidity and guarantees the compulsory distribution of competencies, likewise it clearly indicates the scope of federal and state competition, namely: acts of government, laws, regulations, administrative resolutions and judgments (Sanchez)
