Resumen
In many human integrations within the history, the one generated by the project of Integration of the South American Regional Infrastructure (I.I.R.S.A.) is highlighted; which seeks to plan and develop projects to improve the regional infrastructure of transport, energy and telecommunications with the cooperation of multiple axes. It is led by several South American countries and has been in operation since 2000. This article analyzes and determines the advantages and disadvantages of the initiative proposed by the project (I.I.R.S.A.); associating it with the new opportunities generated by globalization in an area of interconnectivity between regions. In South America, the need for regional integration is observed and, as the main dispute, the overcoming of logistical and infrastructure obstacles is established. In the first meeting held in Brazil, the initiative (I.I.R.S.A.) was created with the sole purpose of giving a boost to the modernization and integration of infrastructure. After its consolidation, thirteen South American summits have been presented, during the course of the initiative, the South American Infrastructure and Planning Council (COSIPLAN) was created, with its Technical Forum, supporting infrastructure planning for regional connectivity. The different axes created in the same organization are analyzed, where the estimated investment and the possible areas used for the projects of the (I.I.R.S.A.) in each region are specified. In this way, it facilitates the flow of transport between the different economies and gives way to new investors within the participating countries, since the new infrastructures seek to generate a boom in the global economy. To this end, the South American geography is exploited considering the 10 axes of the project (Andean, Amazon, Central Interoceanic, Capricorn Interoceanic, Guiana Shield, Mercosur Chile, South, Peru-Brazil-Bolivia, Paraguay-Paraná Hydrovia, Atlantic Maritime and Pacific). , where different variables that define new development routes are taken into account. It is appreciated that one of the disadvantages of the process is the damage that would be generated in the environment over time, when expanding the roads, intervening rivers and drilling for the tunnels needed for this project. This according to studies and opinions obtained by some environmental entities of the participating countries; for example Colombia with the Regional Environmental Corporations (CAR), in charge of environmental permits and authorizations. The different dialogues of the governments are considered in the topics interrelated with the proposed model, such as trade, technology, communications, and the challenge of regional integration. According to the model (I.I.R.S.A) is estimated, an increase in the economies of each country of South America, based on the growth of the Gross Domestic Product (GDP); helping to face the local crises of recent years. For this reason it is very important to have a study for each economic activity developed in the countries involved, having an interconnectivity between them.
