The development of the armed conflict is one of the greatest problems faced by the Colombian State throughout its history. The multiplicity of crimes, as well as that of the actors directly involved in these events, raises several questions about the need to create alternatives that lead, on the one hand, victims to rebuild their lives through the accompaniment, assistance and care that state entities must provide, in addition to justice in each of the cases. Consequently, in 2011, Law 1448 on Victims of the Armed Conflict was created, which aims to provide a roadmap on the rights of this population. Thus, based on these elements, the research project developed below proposes different strategic elements that lead to the creation of an effective communication tool, which manages to cover each and every one of the victims who arrive or reside in Bogotá, taking into account the different social contexts: the level of schooling, the psychological impact, cognitive difficulties, among many other situations faced by these communities and that in turn have formed example leaders within their communities. In this way, through this project, the foundations are laid to understand what is the best alternative from the communication point of view, so that people know the care routes, the agencies, their rights and the benefits set forth in the Law.
