The systematic review analysis of the present work is aimed at establishing if the commercial policy guidelines in Colombia have been efficient to combat the smuggling of textiles from China and which pass through the Buenaventura port, affecting the nation's economy and hence the development of the country. That is why it is necessary to retake part of the history that would lead to determining whether the issuance of standards, decisions in the commercial sphere, financial support, the creation of entities that promote exports, and the incentives provided to exporters, among other aspects approved, sanctioned, supported and executed by our leaders, have contributed to mitigating the textile smuggling from China to the Colombian territory. Given the situation, it is also inescapable to recognize the development and growth of the textile sector in Colombia, it means that this work records information concerning to the statistics of exports and imports generated in the recent years through the aforementioned industry, the Indices of competitiveness and entrepreneurship compared to China, besides some of the Colombian companies that have grown the most in the textile sector, as well as the registration of several of the financial plans and programs that contribute to the development of large, micro, small and medium-sized companies. Finally, the sanctions imposed in recent years against people and organizations that participate in illegal smuggling operations from China and that pass through the Port of Buenaventura will be mentioned, analyzing the effectiveness of the policies and legislation to eradicate the aforementioned criminal act with the participation of the Directorate of Management of Fiscal and Customs Police-DIAN and the Fiscal and Customs Police.
