Since the commercial opening of 1991 until today, different CONPES policies, programs, laws and documents to increase productivity and competitiveness of firms, sectors and chains, both in the regions and at the level national. The focus, structure, directive and name of each initiative have changed according to each administration. However, in practice the objectives have been similar: increase the competitiveness of the country's productive apparatus. Currently the world economies and Colombia are in constant developing growth in all areas, where large amounts are contemplated and required changes to generate business openings in areas of international trade, This change should be noted in an adjustment in port logistics that enunciates efficiently the challenges brought by the opening of economies that are currently reflected in the free trade agreements that the Colombian government has signed and in the current negotiations that are on the way to be closed in order to expand trade Colombian abroad worldwide
