The right to comprehensive social security must be guaranteed to all the inhabitants of the territory, with the State being the main responsible for guaranteeing such condition. However, individuals have been allowed to share this state burden, transferring the management of the system and its resources to them. The SGSSI forms the basis for the development of society inasmuch as it guarantees the preservation of health and insurance against disability and old age, which requires that its implementation be carried out properly, thereby generating a generalized benefit. Despite this, there are multiple events that show a crisis in the system, which worsens in those sectors that, due to their impact on the economic development of the country, demand higher quality in the provision of services. Through this qualitative study, subjective shortcomings were evidenced in the implementation of the SGSSI in the department of Arauca, based on the analysis of the socioeconomic context of the region, national and international regulations, jurisprudence, and the perception of users about the quality of the services provided.
