This research is based on inclusive education recognized since the 1991 political constitution in relation to article 13 and 69, law 115 of 1995, Decree 2082 of 1996, law 361 of 1997, law 1618 of 2013, decree 1421 of 2017 and the guidelines of the inclusive higher education public policy issued by the Ministry of National Education in 2013. From this normative development, the strategies that inclusive higher education must have are analyzed, creating a correlation between those established by the Ministry of Education and the Cooperative University of Colombia through its mission, vision, values, agreement 871 of 2014, agreement 503 of 2019, which develop inclusive education strategies in the institution of higher education. In this way, the strategies provided by the Ministry of National Education will be determined in correlation, together with the strategies desired in the Cooperative University of Colombia, focused on the Ibagué and Santa Marta campuses through a questionnaire applied to students in a simple sample according to Sampieri (2015) that will determine what is the knowledge and progress that students have in the face of the strategies formulated, to finally Analyze the Effectiveness of the institutional policies that guarantee inclusive higher education implemented in the Cooperative University of Colombia, Case : Ibagué and Santa Marta headquarters.
