Corruption is a social phenomenon that for centuries has undermined public and private institutions. For that reason, fighting it became one of the most desired global purposes, as demonstrated in the United Nations Convention Against Corruption in 2003. Official figures from that body and Transparency International calculate that the corruption industry it moves 2.6 billion dollars a year. In Colombia, the phenomenon is particularly striking because all the actions to contain the problem and eradicate it from the exercise of public function have been in vain and, on the contrary, there is the perception that it is increasing. The authorities warn that each year the corrupt fleece an average of 50 billion pesos. For this reason, the need arises to create different and audacious mechanisms to contain corruption in the country, and one way to help in this strategy would be to turn mayors into observers and mourners of public money. How? Making them partners of each social impact project that they hire through an incentive called success commission, to which they would be entitled if and only if, the work is executed and delivered to the satisfaction of the community and within the expected times. In essence, the proposal is a modification to the form of remuneration of mayors in Colombia, and that would be done through a Legislative Act or by means of a referendum.
