The objective of this research project is to create the Digital Bank of Civil Projects from the professional support and technical inspection that allows the Civil Engineering program of the Cooperative University of Colombia, with which the projection, execution and completion can be verified of civil works of the Secretariat of Planning and infrastructure of the municipal administration of Rioblanco Tolima during the year 2019. The method used is the qualitative-descriptive documentary review, which consists of a meticulous description of the qualities of the study, that is, the description of characteristics, relationships between characteristics or the development of characteristics of the object of study. Generally, it dispenses with the registration of quantities, frequencies of appearance or any other data reducible to numbers, making the description of qualities through concepts and relationships between concepts. Qualitative methodology refers, then, to procedures that enable a construction of knowledge that occurs on the basis of concepts (Krause, M. 1995 cited by (DELGADO AMAYA & HERREÑO VARGAS, 2018) The instruments used were some Microsoft Office software such as Excel, Word, and the Epson Scanner program, which facilitated the document digitization process for its posthumous incorporation into SECOP (Electronic System for Public Procurement). As a result of this process, a meticulous review of the information is achieved, in addition to its digitization and whose availability allows to demonstrate the transparency with which civil works are carried out in the municipality of Rioblanco-Tolima and to that extent, serve as a channel for accountability by the public administration.
