In recent decades, the health sector has faced many changes and the growth of health care institutions. Some of them have complied with the minimum qualification requirements, while others have exceeded the quality of care for their users until they have accredited themselves, complying with all the standards for this purpose. However many institutions providing health services fail to meet the minimum qualification requirements required by the standard. The Colombian government is innovating and improving the requirements of these institutions in order to protect the compliance and satisfaction of users and this way be able to guarantee the right to life and therefore the right to health of people with dignified care. This process has developed through the creation and reform of health regulations, always seeking the continuous improvement of quality in health care for users. Among which we can find Decree 1011 of 2006 where the Mandatory Quality Assurance System is established which aims to improve the results of health care, centered on the user, Resolution Number 2003 of 2014 (28 May 2014). Where the procedures and conditions of registration of the Providers of Health Services and of the habilitation of health services are defined, Decree 780 of 2016 By means of which the Sole Regulatory Decree of the Health and Social Protection Sector is issued, in relation to the conditions for the authorization of operation, qualification and permanence of the entities responsible for health insurance. We could cite many standards implemented by the government like those, which go beyond the verification of the existence of structure or documentation of processes, which are only a prerequisite to achieve the 8 aforementioned results. This system is centered on four basic components, namely: the Single System of Qualification, Audit for the improvement of the quality of health care, the Single Accreditation System and the Information System for Quality. Understanding the quality of health care as the provision of services to users in an accessible and equitable manner, based on an optimal professional level, in order to achieve adherence and satisfaction of system users, Health Service Providers must have conditions of technological and scientific capacity for each of the services they provide and that is necessary to reduce the risks that threaten the life and health of users, within the framework of the provision of health services, which It can be validated through the Accreditation System. This system aims to encourage good practices, strengthen the competitiveness of health organizations and provide clear information to users so they can make decisions based on the results of accreditation. The Evaluation of the Quality Standards and Minimum Qualification Requirements in accordance with the parameters established in the Resolution 2003 of 2014 of the Unified System for the Authorization of the Clinical Laboratory and Sampling services of the Maternal Infantile Clinic Eusalud Bogotá, it is carried out with the purpose of verifying compliance with the current regulations, in the same way to elaborate an improvement plan that by means of it is achieved the fulfillment of the habilitation standards. It is done through a verification visit to the human talent standards, infrastructure, equipment, medicines, medical devices and supplies, priority processes, clinical history and records, to determine compliance with the parameters established by the current standard for clinical laboratory service and sampling of the Eusalud Maternal and Child Clinic, applying a checklist, an instrument that has been built by the Ministry of Health and Social Protection resolution 2003 of 2014. On this visit, a presentation protocol is applied, initial record, visit and traveled throughout the clinic, using the aforementioned instrument, analyzing the results, preparing the report of findings found and delivering them within the established time.
