Resume: El presente trabajo investigativo ilustra a grandes rasgos la situación de vulnerabilidad que históricamente ha estado asociada a las mujeres como consecuencia de las relaciones de poder perpetuadas frente a sus pares masculinos. Resalta además los importantes avances alcanzados por las propias mujeres que, a nivel individual, en un primer momento, y organizadas de manera colectiva consiguieron su reconocimiento como titulares de derechos y a partir de allí un sin número de prerrogativas que al día de hoy nos permite identificar su igualdad formal frente a los hombres. Sin embargo, la investigación destaca que la discriminación y violencia ejercida en contra de las mujeres sigue siendo una constante en las sociedades modernas, pese a que desde el ámbito del Derecho Internacional los Estados han asumido importantes compromisos para combatir tales flagelos que impiden el tránsito hacia la igualdad material. Identificada la problemática social, que, por supuesto no es ajena al Departamento del Huila y en particular al Municipio de Neiva, se plantea la conformación de un observatorio de género en la Universidad Cooperativa de Colombia con sede en la ciudad de Neiva, en cuyo marco puedan desarrollarse trabajos de investigación y toda clase de actividades académicas relacionadas con el asunto en cuestión, que permitan hacer seguimiento y visibilizar la situación de las mujeres en la región.
Abstract: The present research work broadly illustrates the situation of vulnerability that has historically been associated with women as a consequence of perpetuated power relations vis-à-vis their male counterparts. It also highlights the important advances made by the women themselves who, at an individual level, at first, and collectively organized, achieved their recognition as rights holders and from then on a number of prerogatives that today allow us to identify their formal equality with men. However, the research highlights that discrimination and violence exercised against women continues to be a constant in modern societies, despite the fact that from the field of International Law, States have made important commitments to combat such scourges that prevent the transition to material equality. Once the social problem has been identified, which, of course, is not alien to the Department of Huila and in particular to the Municipality of Neiva, the establishment of a gender observatory at the Cooperative University of Colombia based in the city of Neiva is proposed, in which framework Research work and all kinds of academic activities related to the matter in question can be carried out, allowing the situation of women in the region to be monitored and made visible.
