This article analyzes the main economic theories that they explain and sustain the maritime transport in Colombia, emphasizing the model of Heckscher-Ohlin-Samuelson as main axis of the investigation. This way, topics as the infrastructure, the globalization captured by different authors and since there are related the elements of the neoclassic model and of the international trade. This way, it goes over to a series of conclusions on the role that fulfills the bosses of the commerce, the effects of the tariffs, the wealth of the nations that trade, and like the reward distribution there are important aspects for the economics growth of a country. Compile information about the main indicators of the PIB and its relevancy that it has opposite to the developed country, its influence with regard to the goods that income to the main ports of Colombia, the significant changes that have been generated in the last years, the companies that have been created for the improvement of the evacuation of the products in port, and this way one determined the advances in the last years. To contribute a vision of the development that there has the model of HOS, the contributions, debates and applications that have appeared at present, having a finished review of the biography of three personages to close to the theory. Likewise the origin of the Theory Heckscher-Ohlin-Samuelson that is constituted in a valuable review of the economic thought, raising a series of hypothesis to carry out the question of the investigation. Likewise, the foundation of the port logistics in Colombia and since it is represented before other Latin-American countries from the perspective of the exporter and importer, the form in as the goods are transported, the time of waiting of storage and distribution and its final destination the users; the infrastructure with which there is provided every port, the type of load that manages, the services that it gives and the operations that develop. The neoclassic theory of the international trade where there are demonstrated different models where there is explained the role that plays the mobility of the production factors, the internal determinants of the trade policy for the case of the Colombian economy, its validity with regard to the theory and this way to examine the fortitude and weaknesses so much of the transport, port system, traffic of goods. To show diverse approaches of the relation between the theory of HOS and neoclassic theory that allows to generate more intense different debates of the history of the thought economic, and like that to be able to have a clear definition about these and to come to a deep analysis and to answer the question of the investigation
