Resumen
The Palm industry is not recent in Colombia, commercial crops began in the 1960s, the first step for the production of oil and biofuels proposed by the Government; program that began offering incentives to promote oil palm planting, a situation that shows interest on the part of of the political and economic elites of the region. The sustainability of palm cultivation, part of the analysis that palm cultivation has late yields, and affects the standard of living of workers in the region; This is how the following aspects of the Palm oil industry are analyzed: regional significance, origin, effects on job creation and standard of living in the department of Cesar. Oil palm, "has been integrating the development of unconventional energy sources, since the period 2003-2010" In order to promote biofuel policy, the National Council for Economic and Social Policy, which relates the development plan, and identifies fuel as one of the products that can quickly obtain new markets, through the diversification of agricultural production, Tax benefits of 40% of income tax would be granted on investments in fixed assets that are productive in agribusiness (Law 1111 of 2006). Official statistics show that by 2010 the cultivated area in the national territory reached 404,104 hectares, which produced 753,039 tons of oil, with a yield of 1.86 tons per hectare in production; situation that affected the production of food for human and animal consumption as indicated by "The Effects of Biofuels on Food Security in Colombia: A Systemic Approach". For the years 2011-2013, international prices fall as follows: for 2011 and 2012 the price per ton was US 2,120, and US 1,945 respectively and $ 1,681 for 2013, which directly affected the profitability of the sector and subsequently originates a fall in the real income of the families that derive their sustenance from it. Employment is the main source of income that a worker has; For this reason, if the theoretical basis of Franco Modigliani is taken, “individuals spend an approximately constant proportion of the present value of total income on consumption throughout their lives, so that an increase in income in the short term will carry over to consumption. to total consumption. This is so, since the consumer by maximizing his profits throughout his life, will decrease his consumption in other periods; However, in the periods of life (this is in youth when the income is lower), and in the last periods (this is in old age or retirement, when it does not need to defer consumption to the future, it will allocate proportionally more income to consumption than saving ”, according to With the proposed thesis, it is necessary for palm cultivation to offer permanent employment, which allows families to save to maintain an adequate standard of living at the end of their productive period.
