The main objective of this chapter is oriented to expose, academically, the need to legislate on a public policy of solidarity economy and to describe the contributions that said policy makes to social development, economic and sustainable of the country. The problem identified is the waste of resources, mainly that of human resources, primordial factor in the generation of wealth; This waste is reflected in the low Gross Domestic Product, in the weak per capita Income of Colombians and in the negative balance of the Trade Balance, which provided by the National Department of Statistics (DANE) and the Banco de the Republic. It is a documentary work and for the achievement of the objective it was necessary to carry out a rigorous national and international bibliographic review; the descriptors used were: solidarity economy, social economy and solidarity organizations. One of the main conclusions is that the solidarity economy is a viable alternative for any context geographic, and Colombia is not the exception, inasmuch as it does not violate the private property of the factors of production, does not restrict freedoms, rather, it takes advantage of resources and promotes solidarity and cooperative values for a better quality of life of those who participate in this sector of the economy.
