| Resume: | Con el postconflicto llegaron toda una gama de alternativas y estrategias diseñadas en pro del desarrollo y crecimiento de las regiones más afectadas y sus habitantes. Una de estas la representa la identificación de las Zonas más Afectadas por el Conflicto Armado – ZOMAC las cuales abarcan 344 municipios considerados como más afectados por el conflicto y consecuentemente el Decreto 1650 de 2017, que estipula los beneficios tributarios para las empresas y sociedades que se encuentran ubicadas en la ZOMAC. El presente artículo, realiza un análisis reflexivo en torno a dichos beneficios, la manera en que se articulan con el programa Obras por Impuestos (OxI), las ventajas y traspiés de su implementación y el tema de la seguridad en dichas zonas, realizando una lectura frente a la realidad actual. |
| Abstract: | With the post-conflict came a whole range of alternatives and strategies designed for the development and growth of the most affected regions and their inhabitants. One of these is represented by the identification of the Zones Most Affected by the Armed Conflict - ZOMAC which includes 344 municipalities considered to be most affected by the conflict and consequently Decree 1650 of 2017, which stipulates the tax benefits for companies and societies They are located in the ZOMAC. This article makes a thoughtful analysis of these benefits, the way in which they are articulated with the Works for Taxes (OxI) program, the advantages and setbacks of its implementation and the issue of security in these areas, making a reading facing the current reality. |
