    El rol de las políticas públicas en la generación de condiciones de trabajo decente del reciclador de oficio, caso Colombia

    El oficio de reciclador se configura como una forma de trabajo informal cada vez más adoptada por la falta de puestos formales de trabajo, dejando cada vez más trabajadores sin acceso a seguridad social, seguridad industrial y salud ocupacional en el cumplimiento de sus labores y con una alta estigmatización social. Colombia se presenta como un estado social de derecho, que tiene bajo sus funciones la responsabilidad de garantizar amparo, restitución y promoción de los derechos humanos, de ser propósito y la orientación de las acciones estatales, en contexto, las políticas y acciones públicas deben impulsar y estar dirigidas a fin propiciar unas condiciones reales y física para que el estado alcance el pleno cumplimiento de todas y cada una de sus obligaciones, y por tanto, el mejorar significativamente las condiciones y la calidad de vida de sus ciudadanos. Así mismos desde los compromisos surgidos frente a los objetivos de desarrollo sostenible, la generación de mejores condiciones frente al trabajo decente, es una prioridad misional no solo de las políticas públicas sino también de las sociales y por supuesto las económicas. En este sentido el presente informe tiene como objetivo analizar cómo en las actuales políticas y actuaciones públicas referentes a la economía solidaria, economía circular y otras subsidiarias ubican a los recicladores de oficio y desde ahí proponer los procesos complementarios que son necesarios desarrollar buscando garantías de sostenibilidad económica, social y medio ambiental en el ejercicio del oficio, siempre enmarcadas en las bondades que ofrece las economías transformadoras. Para este fin se buscará construir una propuesta basada en el conocimiento apropiado por un lado, en la indagación directa con los líderes de organizaciones de recicladores de oficio y recicladores que conforman la base por medio de la inmersión de apoyo en el proceso a desarrollar como mentores de las organizaciones con respecto a su concepción de lo que se debe abordar, basados en sus experiencias vivenciales y el conocimiento basto del sector, por otro lado, se pretende por medio de una revisión bibliográfica y documental de la jurisprudencia y/o actos administrativos en todos los niveles estatales que afectan el oficio a nivel nacional junto a otras experiencia a nivel nacional, para poder condensar en el presente documento un análisis de lo encontrado, junto a unas recomendaciones basadas en las experiencias adquiridas. Como resultado al ejercicio se tiene que existen no solamente políticas públicas que abordan a los recicladores de oficio como sujeto de derecho, sino que también se encuentran diversas actuaciones administrativas, que van desde decisiones de ley y estrategias, hasta alianzas específicas, que sin embargo no dan una respuesta concreta a las preocupaciones más sentidas de dicha comunidad; con el presente trabajo logramos identificar los apoyos que ofrecen las principales actuaciones administrativas e identificar sus aportes, además de poder identificar como aportarían en la mejora de las condiciones de trabajo de los recicladores de oficio.

    Construcción participativa del PESEM para el alineamiento estratégico organizacional de la cooperativa COOMFONELEC de la ciudad Ibagué (Tolima)

    This paper reports on the process of participatory construction of the solidarity socio-business educational project - PESEM, for the organizational strategic alignment of the Cooperativa Multiactiva de Aporte y Crédito COOMFONELEC, from the city of Ibagué, Tolima in Colombia. The research has a qualitative approach with an exploratory design from primary and secondary sources, including the results of a survey applied to a significant segment of the social base. The research-action-participation method is used to help the members of the cooperative know and act for the benefit of their company, for this, workshops are held with the administration, control and surveillance bodies, including the team of collaborators who They generated processes of reflection, learning, reinforcement of the cooperative identity and creativity that allowed identifying the educational needs, resources, capacities and potentials of the team to finally build an educational, social and business proposal with a territorial approach, these being its main results. Among the conclusions, the relevance of the method used is highlighted as it facilitated dialogue, self-knowledge and creativity; on the other hand, the proposal elaborated contributes to the strategic organizational strengthening of the cooperative, consolidating itself in an essential tool to strengthen business and social management, which, in effect, opens routes to incorporate in the organizational culture, competencies for entrepreneurship, innovation and digital transformation with a generational connection, offering a reference framework for other entities in the solidarity economy sector. The recommendations for its implementation highlight the importance of making strategic alliances with other public and private solidarity organizations to generate synergies that increase the potential of COOMFONELEC to contribute to justice, equity and peace in the territory.

    La autoridad y su relación con el proceso administrativo en el sistema cooperativo

    In the cooperative system, the line of authority is formed, theoretically, by a process of member participation, headed by the general assembly of associates, the board of directors, the supervisory board and management (Law 79 of 1988). That is, the principle of authority that governs these companies has an element of strong consistency in participatory democracy (Moncayo and Villalobos, 2016). Therefore, it would be an authority not imposed but built democratically by the associates that make up the company.

    Tendencias organizacionales con enfoque social y solidario en Colombia y México

    The organizations that belong to the social and solidarity sector in these two countries are characterized by common objectives when it comes to proposing a business management at the level of the people who participate in them, either as employees, as clients, suppliers or associates. In this way, managing companies in this sector requires a high degree of commitment and solidarity in the internal structures of the companies. This document presents an analysis of these management dynamics and shows what the trends are in the two countries. For this purpose, it begins with a general focus on the concept of organizational management. Secondly, some organizational practices in general are analyzed, to then go on in point three to examine organizational trends with a solidarity approach. It ends in point four, with a reflection on this type of management in solidarity organizations in Colombia and Mexico.

    Solidarity Territories for Capacity Development and Collective Action from the Local

    This article explains the process of theoretical, methodological, and empirical construction of the concept of ‘solidarity territories’ as a kind of brand that identifies a series of experiences that promote local development where actors of diverse origin have been participating, in parallel, from the university, from the territories, and from the national government in Colombia. We identify the contexts, developments, and prospects that will eventually converge tothe extent that they share a common purpose: contributing to sustainable development based on integrating solidarity in the territories.Our study adopts a qualitative approach and uses the multi-case study method. The method facilitated the development of concepts based on the description, analysis, and establishment of relations between the experiences considered to enable knowledge-building regarding a topic that is still in the process of development.Solidarity territories are an example of socio-territorial innovation that supports social and environmental justice, as long as they contribute to the development of capacities for collective action at the local level from the perspective of good living.Being able to compare the experiences based on a document review and the approaches of the three researchers who were participant observers of the different research phases, a task that characterizes the process, turns out to be novel. The study is expected to serve as a reference point to continue contributing to the promotion of the solidarity culture and solidarity entrepreneurship, strengthening of public institutions, and citizen participation required to develop an ecosystem that enhances the associative solidarity model and its contributions to innovation and social transformation in the territories.

    Organizing Workers in the Informal Economy in Selected African and Latin American Countries: The Potential of Trade Union and Social and Solidarity Economy (SSE) partnerships

    The article gives an account of the result of the research developed in response to the call made by the International Labour Organization (ILO) and the Open Society Foundations (OSF) in 2021 to carry out a project that would identify the potential of the link between unions and cooperatives to organize workers in the informal economy in African and Latin American countries. Researchers from ODI, London, with the collaboration of researchers and practitioners from Brazil, Colombia, Ghana, Kenya and Uganda, identified and documented partnership examples through which to shed light development processes, identify learning on successes and challenges, and inform recommendations for future support. A country case study of Colombia is provided to illustrate the variety, complexity and possibilities of the topic studied. Three nascent partnership experiences, linked in different ways to the social and solidarity economy, demonstrate the potential of this approach to promote fair trade, responsible consumption and local markets, boost entrepreneurship and create decent working conditions for workers who traditionally face informality

    Enfoques y metodologías de medición de impacto de la Economía Solidaria: una revisión sistemática

    Solidarity economy is immersed in the daily work of human beings in the search for a better quality of life, through this theory it has been possible to promote the development of communities in social, cultural, economic, political, environmental, and other aspects; accordingly, the purpose of this article is to identify the methodologies and approaches applied by solidarity organizations. In this sense, a descriptive qualitative study was carried out by means of a documentary review through bibliographic tracking. Criteria were defined for the analysis of the documents included in the study, such as methodology, instruments, and approaches, as well as the types of impact measurement approaches, where Corporate Social Responsibility, Social Accounting and the Social Balance Sheet stand out. Likewise, other variables were considered for the conceptual analysis, such as the methodology for measuring the social management of organizations, the contribution of research to the fulfillment of the Sustainable Development Goals and their potential to contribute to the sustainable development of the territory they occupy. Concluding that the approaches are diverse, as well as the methodologies used to measure impact, which makes the construction of national aggregate indicators and international comparison difficult.

    The transformative activity of man, of his habitat, with the influence of globalization and commercial activities are an active part of the pollution that is generating the change in the habitat of us. Social responsibility from a cultural and business approach is a way of measuring the commitment that is taken for the care of the different ecological systems, presenting that there is only a habitat of commercial context and competitiveness among companies regardless of whether they are with Encouragement or non-profit. It is possible to determine the environmental commitment from the objective perception in the non-probabilistic sample taken with the intention of the researcher of twenty-two non-profit entities, applying an instrument (Annex 1) within the environmental care arguments, with the characteristic of the people involved who must highlight the presence of values and principles, inherent in the associative human nature of solidarity, to be within the margins of good living, which are taxative in the legislation of social and solidarity economy. The identification of some judgments and ideas about the ecological culture of the environment where non-profit organizations develop practices related to the reuse of materials and when characterizing information on environmental care, and visualization if the approach of Non-profit organizations carry out community projects on ecological culture. Understanding the full extent about thoughts of ecological culture, as a cultural part in the behavior of people in the development of the territory.

    Caracterización de las organizaciones solidarias activas de la provincia de Guanentá-Santander

    The Faculty of Economic and Administrative Sciences (FCEA) of the University Foundation of San Gil -UNISANGIL- San Gil, from the academic programs, and also, the Cooperative University of Colombia (UCC), from its program of Master in Solidarity Economy for the territorial development, based on institutional quality policies and within their self-evaluation processes, seek to develop research projects oriented towards the social and participatory environment with the different economic sectors, but especially with the solidary sector, and therefore, it was considered important: identify, quantify and characterize the different types of Solidarity Organizations present in the Province of Guanentá, this report refers to the 18 municipalities. In the first place, the characterization of the municipalities will be carried out, later, the characterization of the Solidarity Organizations (O.S), and finally, mention will be made of those significant experiences present in the territory. The results of this research will serve as a basis to strengthen the process of solidary and sustainable development of the territory of the southern provinces of Santander. Surely it will provide data that allow to identify the potentialities and also the difficulties of the social organizations of the territory.

    Taking in consideration that solidary organizations in Barrancabermeja have played an important role in the region for many years, and worried about the decrease of these in the territory, I joined to the idea of characterizing the solidarity Economy organizations in Barrancabermeja's territory since 2012 to 2017. I approached the investigation having in mind that the main objective was to “Identify the characteristics of the solidary organizations in Barrancabermeja-South of Santander since 2012 - 2017 ". To fulfill with this aim of the researche project, a semi-structured survey was realized using the SPSS instrument, with a both qualitative and quantitative approach. Especially bibliographic reviews were made with the subject matter treated, manager’s interviews, the cooperatives’ administration council and funds in the municipality. To facilitate the understanding of the process, the document approaches in the first part the description of the problem, defining the purposes and goals of the investigation, later reference is made to the conceptual framework that guided the research and from which the analysis of the results was oriented.     In recent years, important changes have occurred in the composition and characteristics of the Colombian labor market. Changes in which a high decrease in the number of dependent workers and correlatively a increase in "independent" or "self-employed" workers; added to this, informality is present in all sectors of economic activity, affecting about 60% of the workforce. In addition, the repercussions of the conflict have come altering the spatial distribution of the population, product of displacement forced, directly affecting the job offer. It generates a phenomenon structural unemployment and disintegration. As a result of this, it has taken relevant importance since the end of the the nineties of the last century, the organization of work through worker cooperatives. However, these have been the object of constant attention and criticism by the solidarity, government, union and academic sector given the evidence of a vertiginous increase of this type of entities in number, presence in the labor universe, and above all by the development of controversial precarious practices labor.     The present research work was born with the aim of understanding in an argumentative, objective and systemic manner the causes that have led to the decrease of tourist demand in the municipality of Villavicencio. In this sense, the main objective of the research was to determine the factors that directly and indirectly influence the influx of tourists in the llanera capital of Colombia, through the development of a prospective study to understand the dynamics and behavior of these variables. Methodology: We worked with a qualitative and quantitative methodology, and a descriptive research, supported by the prospective MIC MAC analysis, where we studied in a structural way the variables that determine the behavior of the tourism sector.

    Formulación de una propuesta de articulación entre el territorio inteligente y el territorio solidario

    Determine what is fundamental or basic is the pretext to formulate a proposal for articulation between intelligent territories and solidarity territories, as a proposal for social innovation based on the elements common to both realities. In both cases, it is about having a holistic and interdisciplinary vision of the dimensions and elements that make them up, without avoiding the different views they have, but in their particularities they aim to solve social needs with certain criteria, within a framework defined by the territory, resources, cultural practices, which generate different possibilities of social solutions. The proposed articulation includes the dimensions of sustainable development included in the Brundtland Report, the definition of Prospective presented by the OECD, the fundamental conceptual elements that appear in the terms of intelligent and supportive territories, linked to the Objectives of Sustainable Development of 2015 It ends with the articulation proposal, object of the present work.
