According to Colombian regulations, every company must carry out a Risk, Emergency and Disaster Management Plan executing a specific characterization of each risk, in Decree 2157 of December 20, 2017, it establishes “by means of which general guidelines are adopted for the preparation of the disaster risk management plan for public and private entities within the framework of article 42 of Law 1523 of 2012 ”(1) establishing that every public or private company in charge of providing a service must carry out an analysis of the different risks that may arise in the establishment in question, it is important to do so in a specific way to be able to determine the possible events that can generate direct effects on the infrastructure, staff or users, generating activities to prevent direct risk. According to the Disaster Risk Management Plan for Public and Private Entities (PGRDEPP) in article 2.3.1.5.2.1 (2). defines what is the instrument through which public and private entities must: identify, prioritize, formulate, program and monitor the actions necessary to know and reduce the risk conditions (current and future) of their facilities and those derived of its own activity or operation that can generate damage and losses to its environment, as well as respond to disasters that may occur, also allowing its articulation with the entity's management systems, the territorial, sectoral and institutional areas of management risk management and other planning instruments stipulated in Law 1523 of 2012 for disaster risk management (3).
