The present research is supported by unemployment in the city of Santa Marta DTCH, analyzing the factors that condition it from the formal and informal point of view according to the Institutional Economic Theory TEI, evaluated from the Douglas North perspective. It is evaluated as an economic-social-environmental problem. Unemployment, in addition to being a structural problem, has become a social problem that directly affects low-income people. This in turn generates social problems such as dropping out of school, absence in the health service, poor quality of life of people, poverty, among others. In recent years, economic policies focused on reducing the level of unemployment have been used, however, these rates continue to be higher and continue to affect the most vulnerable people every day. The identification of the factors that affect unemployment in the city of Santa Marta DTCH, will allow the design and execution of investment plans capable of generating labor opportunities, capital investment, strengthening of productive bets and the training of labor according to the need. This contributes to a better quality of life for the economically active population. All this invites the strengthening of the productive capacities of the city, achieving economic, social and environmental well-being, potentiating the productive bets of the district and the department. For this reason, this graduate work is focused on determining what are the determining factors of unemployment in the city of Santa Marta DTCH. This study is carried out in the research line Political economy and development, generating resources that allow identifying plans to improve the quality of life of the communities that are in the study area.
