He competency model emerges as a new management modality, whose main objective is to ensure that the people assigned to the different activities are the most suitable for a specific function. At the same time, it allows integrating all the subsystems that make up Human Resources Management (selection, induction, career plans, training, performance evaluation, disengagement, etc.) around the concept of competences. (Rodríguez) management by competences is growing day by day in importance in the business world, offering a management style in which the human factor prevails, in which each person, starting with the managers themselves, must contribute their best professional and personal qualities to the organization. (Zapata, 2001) Organizations need their personnel to carry out a task that positively affects the quality of the products or services that it provides, for this it is required that these personnel have the appropriate competences. On the other hand, the world of today is, without a doubt, "the world of competences". Taking as reference any of the meanings of competence, it is both the need to be competent, in the sense of being fit, empowered, trained for a successful performance; as of the need to be competitive; that is, be prepared to move forward. In the present report a proposal will be provided on a model of administrative management by competences for the area of legal secretary of the Directorate of Taxes and National Customs (DIAN) in the section of Bogota, because the organizations are being forced to implement various management models that allow them to manage various factors that will be explained in the content of this work. Currently, the legal area has various internal processes where alternatives for improvement can be evidenced, which will be proposed in the hypothesis of this document.
