The comparison developed in this article is due to extensive research on the importance and role played by the arrival of the IV Industrial Revolution and with it the transformation of cities into SMART CITY. Implementing new technologies and managing large and large numbers of data (Big Data) to discover the needs of citizens optimizing natural resources and automating the processes I implement the internet of things IOT, it is essential to know the characteristics of an intelligent city, which they depend on the development of their infrastructure, their commerce, the care of the environment and the traceability of their history to determine their evolution. San Diego implemented these factors, its innovation, urban planning and Technological development as cityIQ sensors and its digital platforms that provide security to its citizens, in turn the port has also welcomed the characteristics of an Intelligent City, since among its pillars is the protection and maritime care, its 'Blue Economy incubator' project seeks the elimination of toxic pollutants. The development of San Diego and its port can also be evidenced in the Marine cargo terminals of Tenth Avenue and the Marine Terminal of the National City, which specialize in special oversized cargo and have railway facilities to streamline their processes, these terminals They are located near the main avenues of the city which is a positive factor for the transit of goods within it. Although Cartagena de Indias is a city with a smaller size, it is also working on projects to implement characteristics of an intelligent city, it is visualized through the Caribbean Sea, which directly affects the development of its port, which has been classified as the best terminal of containers of the Caribbean. The two ports, San Diego and Cartagena work in the care and protection of the environment through development and sustainability projects, implement technology to provide information in real time, however their size and infrastructure have a huge gap since San Diego can meet load larger and more frequently than the port of Cartagena.
