Resumen
By knowing the draft affordable housing Multifamily Centaurs, which delivered 1420 housing solutions, in just 18 months and a very affordable cost, making it a model program not only for the city but also for the department and country. The research group was interested in knowing the impact it had that plan in the city of Villavicencio, as their acceptance and level of coverage was given broad terms of the agreement, which effectively fulfilled the constitutional requirement to provide adequate housing poor people. A route for Colombian legislation on social housing, and then land the Land Management Plan Villavicencio Decree 353 of 2000 and Development Plan 2008, which sets basic standards for the construction of housing plans social interest in the city. It is also important if we consider that the Municipality is the local authority which has been entrusted with the competence to solve housing to households living in strata 1 and 2. Also, plans for affordable housing seek to relocate people who settle in areas of high risk is not mitigated to have access to decent housing and favorable economic conditions through subsidies. In analyzing the right to housing could be inferred that although this is not a fundamental right, the Constitutional Court in its jurisprudence has protected action for the protection not only in all in connection with other fundamental rights, but also independently as shown in Case 079, 2008. When comparing the project Multifamily Centaurs group with other social housing projects that have been developed in the city, it is clear the lack of applicability of the rules that have been designs for this kind of projects, for example Cita San Antonio and Saman de la Rivera, where homes were delivered unfinished or without been completed and now many of them are in ruins, which demonstrates the failure in solving housing waiting. The housing shortage not only in the city, if not the country, often due to short supply by the state and others to the mismanagement that made the budget and specific projects.
