The work was carried out through a field exercise, study and appropriation of concepts of the initial diagnosis of the project, the recognition of the neighborhood, and the consolidation of the baseline that was the starting point to give continuity to the project developed by the group of solidarity monitors that worked during the 1st semester of 2013 with the JAC of the Bachue III Sector neighborhood. Through justification, the definition of the general objective and specific description of the background that accompany the project seeks to provide the initial tools to structure this work with the support of the concepts extracted by the theoretical and regulatory framework. The procedure followed by the working group was the baseline that for the present work replaced the diagnosis, since from the definition of objectives and indicators of the activities carried out by the previous group the own starting point was born which showed the necessary information to begin with the development of the same and give the corresponding execution to the project. This work is aimed at strengthening the COES (Solidarity Business Orientation Center), through the development of it seeks to leave a useful and lasting tool for the community, providing them with the knowledge and information so that they can operate the Business Orientation Center of independently and be self-taught and participatory in the search for better living conditions that increase their productivity from daily activities. The aim was to work especially with the merchants of the sector, mostly shopkeepers through savings and credit training, among others, the festival of culture and sport was organized and carried out through which the community was raised to raise awareness about the importance of associative work. The main objective of the festival was to leave the initiative for the community to create its own social club, generate resources for the future and promote healthy spaces for participation in the community through cultural activities, thus reducing crime rates, drug addiction and vandalism in the The sector also generates a source of income for the Community Action Board so that the club is self-sustainable over time. All this was achieved thanks to the intervention, research and community social action through methodologies such as direct observation, the respective work schedule, agenda of activities to be developed, description of community needs, activities, tasks and methods developed from of the initial situation with the appropriate use of financial and non-financial resources and materials. As an analysis of the result, this work leaves the fundamental pillars of the COES as a proposal for the JAC to implement it, and also provides the necessary tools to continue the work carried out during a year by the group of solidarity monitors. Finally, the conclusions and recommendations, the important and the social impact that the development of this work provided and will continue to contribute to the community are left
