In Colombia, the administrative career was raised to constitutional canon as of the promulgation of the 1991 Constitution that in its article 125 stated: "The jobs in the organs and entities of the State are career. Exceptions are chosen popular, those of free appointment and removal, those of official workers and others determined by law ". The monograph developed through the problem of the inefficiency of the public merit contest implemented in 2009 by the DIAN, explicitly in the selection process that emanates from the current law. In that order of ideas, the interview was used as an investigative instrument, addressed to DIAN officials in the city of Santa Marta, where the statistical information of the 2009 call was collected, and the results of the procedure, throwing failures by providing charges for political and social factors.
