At present, ICTs have a variety of concepts, among which the definition of ICT as programs, software can be highlighted, even taken as technological devices for daily use (Refrigerator, motorcycle, washing machine, among others). It should be noted that these have been linked in educational processes either by government initiative, implementation to curricula or by own initiative (by the teacher or the student), however such inclusions do not assure us that there is no presence of barriers to the use of ICT. This theoretical review seeks to obtain as a result an initial definition of technology, learning, teaching and higher education besides highlighting the methodology used; this through an analysis of 13 scientific articles implementing a specialized analytical summary format (SAR) and the realization of a comparative matrix. In addition, a field work was carried out in block 5 in order to identify the ICTs that the block has and what pedagogical uses it has in the professional training of students
