During several periods, the Cooperative University of Colombia has incorporated through its last semester students, intervention and social action programs with which it is intended to generate the culture of entrepreneurship, and the creation of associative networks of work in the communities that present different social problems that are currently marked in our country. With this work we want to make known the start of the entrepreneurship unit in the community dining room of the San Vicente Ferrer neighborhood located in the town of Tunjuelito, which seeks to provide the opportunity for guidance and support in the development of productive ideas of all the people in the community who attend this dining room, preparing the necessary tools for their proper development. In the first instance, a general analysis of the background of the community that attends the dining room of San Vicente is carried out, this being the starting point for the beginning of the project to be developed; A theoretical framework will be found, where reference is made to different methodologies and hypotheses that lead to the elaboration of a diagnosis based on the 14 subsystems, teamwork, solidarity entrepreneurship, solidarity economy, among other issues. On the other hand, the application of surveys and interviews is carried out to each of the people attending the interventions made to prepare a timely diagnosis of this community, which seeks in these spaces some type of training in topics such as entrepreneurship, which It helps to somehow raise the number of people looking to improve their living conditions. Therefore, the research process that was carried out, yielded numerous social, cultural and economic aspects that make it a limited and considerable community. Likewise, taking into account the information obtained in the diagnosis, through which some characteristics of the groups of people in the community canteen are identified, the processes and training topics necessary to improve the life expectancy of said community can be determined . Thirdly, some laws that serve as a reference for the promotion of entrepreneurship and community development are considered, these regulations are established in the regulatory framework to study together the fact that factors would make it possible to launch productive ideas that allow the general development of the entrepreneurial initiative in the dining room, and in the same way to launch the establishment of the (Solidarity Business Orientation Center) COES, proposed to identify the different business opportunities for the community, through a guidance scheme and accompaniment. The development of this project whose purpose is the creation of COES in the locality, seeks to promote the well-being of the business community by creating entrepreneurial and self-management awareness promoting socio-economic development.
