The serious political, economic and social crisis that Venezuela has suffered in recent years, as well as the multiple and massive human rights violations in that country, such as life, personal integrity, personal freedom, freedom of expression, freedom of circulation, free access to the administration of justice, health and food, among others; It has caused many Venezuelans to forcefully move to Colombia as an attractive destination for the solution of their needs. Given this situation, the Colombian State adopted measures or public policies in order to give a treatment according to the basic needs of these migrants in compliance with the obligations contracted by the Colombian State, by signing international conventions and treaties in search of protection of the human rights of migrants. This work is a qualitative research, carried out through a bibliographic analysis of secondary sources such as; newspapers, publications, magazine articles, documents and virtual texts; and consultation on human rights, to be guaranteed by the State and the protection of the rights of Venezuelan migrants as refugees. The relevant results obtained, from the aforementioned documentary sources, show us a serious deterioration of the living conditions in Venezuela and the results of the application of the public policies implemented to date by the national and departmental government through their agencies decentralized
