The present work intends to give continuity to the research carried out by the group of solidarity monitors in the second semester of 2012. Where was evaluated the possibility of creating a unit of entrepreneurship in the neighborhood stay in the city of Bolivar. As a first step, the antecedents of the La Estancia neighborhood are dealt with in a general way, which is related to the work developed by the previous group of solidarity monitors and, therefore, becomes the starting point for this writing; It is also complemented by the theoretical framework, where a series of methodologies oriented to diagnostic processes are related, which are based on topics such as the 14 subsystems, social cartography, teamwork, entrepreneurial ecosystem and the formulation of social projects. Secondly, a specific diagnosis of the community is prepared, through surveys and interviews with other shopkeepers in the sector, in search of information on the topic of entrepreneurship, which helps to increase the number of shopkeepers for the database, throwing relevant and decisive information about the community. In this sense, the research process carried out in the community, manages to identify various social, cultural and economic aspects that make it special and unique. Taking into account the information obtained in the diagnosis, through which some characteristics of the merchants of the La Estancia district are identified, the processes and training topics necessary to improve the living conditions of said merchants can be determined. As a third measure, some standards are considered that refer to the promotion of culture, entrepreneurship, structure of micro, small, medium enterprises and community development, these regulations are individualized in the regulatory framework to jointly study the incidence of factors that would make it possible to establish working groups and formulate strategic plans to allow the integral development of the entrepreneurial culture of the sector, and thus launch the creation of the COES (solidarity business orientation center) aimed at identifying business opportunities that facilitate the creation and strengthening of companies, through the application of a business support model. In conclusion, not only the proposal of the (COES) to promote the welfare of the business community within the spirit of free initiative, but to promote socioeconomic development, serving as a source of information, providing training and guidance that allows them take advantage of the capabilities and implement business ideas.
