Information and communication technologies (ICT) have had a strong impact on the globalized evolution of today's world, thanks to the great opportunities it offers, causing it to become increasingly an information and media society. communication. According to the article "Evolution of the Tic: The Challenge of the Information and Telecommunications Systems" of Mr. Luis Guillermo Martínez of Sergio Arboleda University; "Information and communication technologies contribute powerfully to boost growth and employment. These account for a quarter of the EU's GDP growth and 40% of productivity growth. The differences in economic behavior among the industrialized countries are explained to a large extent by the levels of investment, research and use of ICT, as well as by the competitiveness of the information society and media industries. " In the development of the ICT sector we can demonstrate a functionality in the companies dedicated to the provision of telecommunications services, where it was mainly part of a closed monopoly market, moving to a scheme where the unification of processes and the Competition is the new reality, this accompanied by the evolution of the global economy, as well as the transformation of industrialized societies to knowledge and information societies. In the Americas, the Telecommunications sector has been affected by several regulatory and social changes, according to the document "Industrial Organization and Competition in Telecommunications in Latin America: Business Strategies" by Judith Mariscal and Eugenio Rivera, belonging to the Restructuring and Competitiveness Network , Industrial and Technological Development Unit, Division of Productive and Business Development; of ECLAC: "The telecommunications industry in Latin America has undergone important transformations over the last decade. We are currently facing the unexpected fact that a large part of the companies that entered during the beginning of the period have disappeared from the industry. In fact, it did not seem foreseeable at that time, for example, that large American companies left the Latin American market. However, today, two companies, Telefónica de España and Telmex-América Móvil appear as the only two major players in the telecommunications market in the region. " The ICT sector in Colombia has had a great boom, due to the importance it presents in the development of other sectors of the economy, offering communication tools that enable the exchange of information for better decision making, which It is evidenced in the following information from the year 2011 provided by the Ministry of Information Technology and Communications: "The telecommunications and postal sector in Colombia grew by 9.5 percent in September compared to the same month of the previous year, this according to the most recent report of the DANE and what represents 1.8 points more than the rest of the economy, which grew 7.7%. The figures published on December 22, 2011, reveal the greatest growth of the ICT industry presented in the last 14 quarters, that is, the most positive of the last four years in the country. The positive performance of the sector has been due, in large part, to the boost given by broadband to the ICT sector ". Regarding foreign investment at the national level provided by the Ministry of ICT, it can be concluded that the year of most investment was in 2002 with a percentage of 18.0% over the total investment in the country, the percentage being the highest. under the year 2003 with 1.6%; the most recent data provided by this entity, is presented for the year 2007 in which foreign investment is presented with 4.2%. In 2011, Claro Colombia and Telmex Telecomunicaciones of the Carso Group increased their leadership over Movistar Colombia, Colombia Telecomunicaciones and TIWS of the Telefónica Group. In third place was the EPM Telecomunicaciones group with UNE EPM, Orbitel, Edatel, Telepereira, and UNE EPM Bogotá. The intervention project that is carried out responds to the need to develop a diagnosis, through technical and theoretical provisions, that will clarify a series of variables that do not allow the functionality of the processes that are carried out within the legal area of CLARO SA- COMCEL, seeing this as an area of great importance within the organization, which is fundamental at the moment of making contracts or agreements that allow both internal (Colombia) and external (Global) growth of this organization, also contributing to the development of ICT's in Colombia.
