The competency model is of utmost importance in a company, it is a tool that brings in the management, the management of human talent, contributing both to the Organization and to each worker, providing value and opportunities for improvement. Different management tools are also relevant on the achievement of productivity of a company, the importance of the (MOF) Manual of organization and functions, providing support to the decision making, organization and an optimal working environment. The present document, is done with the purpose of contributing to the management of manual functions and organizational climate for empresas Públicas de Algeciras Corporation utility EMSERAL S.A. E.S.P used approach is qualitative and quantitative involving data analysis of order obtained in 2 stages during which apply the designed instruments and analysis and discussion of the results obtained.
