Undoubtedly this seminar will transport us to the reality that is lived in the different territories inhabited by our compatriots. By experiences lived in the daily life of the exercise that I performed as an Edil of the locality 4 San Cristóbal in Bogotá, it allowed me to detect that the inhabitants of the locality, most of them were unaware of the spaces for citizen participation where the budget investment is decided local. Likewise, it is evident that those who know these spaces, are a low percentage of the population, that within these few who know these spaces of participation, there are leaders who end up manipulating and directing how and in which the local budget is invested, (for usually in projects with very little or almost no impact and social welfare). This circumstance occurs in the great part of the population of the national territory, is absolutely unknown, or does not know what is the participation of the communities in the contributions of their knowledge that allow to unveil, objectively identify the realities and needs required and felt in the territories of different characteristics according to the region. This ignorance generates a phenomenon that negatively affects the progress of both the territory and its citizens, in the degradation and deterioration of the environment, in the corrupt manipulation of those who, as public or private officials, develop biased strategies and direct the diversity of resources. territorial in favor of a few and in 6 detriment of the majorities. "Example: (Carrasquilla bonds, affect a large majority of local governments in the various regions that are now impoverished and indebted) that due to ignorance of their local governments and others for complicity, led them to make agreements and contracts, advised by officials corrupt that managed to appropriate public monies of the regions, through legal letters.
