    Human rights defenders play a determining role in the construction of peace and democracy throughout the world, especially in Colombia, a country where carrying out the work of defending human rights is a latent risk to life and integrity; In this context, defenders are fundamental social actors in the search for truth, justice, guarantees of non-repetition, and the fight against impunity. Historically and systematically, their work has led them to be seen within the logic of the "internal enemy." For this reason, this work aims to analyze the practices used by the national police as part of the public force against human rights defenders in the framework of the 2021 national strike in Pasto in light of the national security doctrine and carry out a reflection on the existing guarantees of the right to defend rights in Colombia.
