An analysis is made on the phenomenon of concentration by types of activities that shows the internal monopolistic structure of the movement on the basis of cooperative economic units. Subsequently, the analyzes on the lines of concentration are extended in order to establish in a hypothesis that multi-active cooperatives are the most rational economic units of the cooperative sector, since they combine two economic processes: the circulation of capital and the circulation of goods. Saying "more rational" is not a doctrinaire moral attribute, or a simple preference, but the recognition that they are powerful companies very similar to the monopolies that operate in other sectors of the economy, with an operation equal to these, despite the doctrinal and legal coverage of cooperativism.

A presentation of the Indesco Cooperative University is made, as the educational institution of the Colombian cooperative movement, of a confederative nature and property of the main cooperative federations of the country. Its objective is to serve organized social movements (cooperative, community, union, peasant) through education, research and technical assistance. It offers professional university studies in the careers of Development Economics, Administration, Sociology and Education, it has already fully approved the Economics career by resolution No. 5477 of 1974 where the issuance of the title of Economist is authorized. This means that after 10 years, Indesco, which had been recognized as a Higher Education Institution in 1964, now becomes a full University, with all the services that the modern University demands and with a direct link with the community that guides development. .

A different and alternative approach is proposed to understand the relations between Cooperativism and the State, considering it essential to introduce a social-scientific perspective, through which the problem of these relations is located in the context of the economic structure and of the groups and forces. social groups that control the state apparatus. It must be taken into account that at different levels, State policy is the expression of the real factors of power in a given society. All the considerations that seek to put the legal or regulatory frameworks that formally govern the institutions before the processes of social life are illusory. It is necessary to characterize the State apparatus in our society at the present time, to establish which are the real factors of predominant power, since this method will allow establishing the type of State that operates in the Colombian reality, with which the cooperative movement establishes a series of relationships.

Emphasis is placed on the importance of conducting systematic research on the Cooperative Movement in Colombia at all levels of the cooperative phenomenon. It is fundamentally justified as the first task to initiate a true cooperative development plan at the level of each country, it is impossible to print strategies for change in this sector while the objective trends of its development are unknown, including those that link and integrate it organically. to the national economy. For this purpose, it is essential to correct the narrow view of micro-economic and micro-social analysis, which currently considers the cooperative as an isolated economic unit without taking into account the structural links with the economic process as a whole and with certain groups or spheres of social life. For this reason, a macro-type approach and an explanatory causal relationship that goes from the economic and social structure of the country to the sector in question are presented as an alternative.

Decree No. 278 of February 21, 1975 is presented, which intervenes in the activity of the Colombian Savings Bank, the Social Savings Bank and the Savings Banks and Sections of commercial banks. It is established that these entities will recognize on the minimum quarterly balances of common and term savings deposits, interest not exceeding 16 percent per year. The aforementioned institutions will adjust their savings collection programs, by holding raffles and establishing life insurance plans for the benefit of their depositors, to the conditions established in this decree. The prizes object of the raffles will consist exclusively of aid for education, affordable housing, public transport vehicles and goods and services linked to agricultural, industrial or artisanal production.

Pecaut's analysis constitutes an important contribution to the study of trade unionism in Colombia. The event held in Villa de Leyva from August 2 to 8, 1974, had a deliberative and consultative nature, attended by representatives of the Board of Directors, the faculty and students with the aim of analyzing the institutional objectives of INDESCO, within the framework of Colombian society and review according to them, the current academic plan. Said analysis, and in particular of the characteristics of the historical development of the University, was presented by Professor Antonio García. In his presentation, Colombian society was defined as a dependent society because its development possibilities are subject to the economic, cultural and political determination of the advanced capitalist areas and because there is a system of internal social domination articulated to this structure of dependence. This phenomenon has historically influenced the development of the Colombian university.

By reviewing and modifying the structural line of surveillance and control, the technical division of labor becomes feasible, the possibilities of collision due to competition between organisms that were supposed to be equal in functions and authority are eliminated, and each one is held responsible at its level of authority. , both in the social and technical field, guaranteeing a harmonious and permanent operation of the control as a management instrument and safeguard of the interests of the associates. The structure proposed in this thesis for production cooperatives is just a beginning in the general reconsideration that must begin and an attempt to efficiently offer productive units within the market economy. The model statute and regulation of functions that is offered is the application of the proposed theory with the hope that the exegetes of positive law and defenders of "the known bad" will accept the debate on this incipient cooperative specialty.
