Latin America has a very large housing deficit consisting of a shortage in the number of dwellings and physical deficiencies within existing infrastructures. The seriousness of the housing problem varies greatly within the region, between countries, within each country and even within each city. Poor countries have worse housing conditions than richer countries, and living conditions are worse in rural areas. In addition, the proportion of homeowners and the availability of services vary considerably in each city, living conditions also vary greatly depending on the social class, age and gender of the people. Governments must formulate a policy for the housing sector such as for the health, education and employment sectors. Such a policy would have to recognize that housing impacts the social and economic sectors, which contribute to both production and consumption, investment in housing generates economic growth and jobs. Governments will try to design policies that improve housing conditions, but at the same time, they should be aware of their fiscal limitations to achieve those objectives. Most of the difficulties of the housing sector do not originate within it, many begin with the extensive poverty in the region. Although it is not possible to solve the housing problem, given the difficulty of reducing poverty, governments can do much to improve the situation. But to improve something, governments will have to think their policies more clearly, and show that they are really willing to avoid populist solutions and adopt policies.
